Zone 0 is the 0–5 feet around a home outbuilding, or attached deck in certain California wildfire-risk areas. It must be kept free of any combustible materials.
Zone 0 was created by AB 3074 in 2020 and strengthened by later laws. The final draft was approved on August 19, 2026, by an 8–0 vote. It now goes to the Office of Administrative Law (OAL) for review.
Must remove combustible materials such as but not limited to; wooden structures and certain vegetation, to prevent ignition from wind-driven embers.
Implemented locally in high-severity fire zones with statewide final draft guidelines approved by the California Board of Forestry and Fire Protection.
Zone 0 regulations affect "Occupied Structures" within all "SRA's" and within "LRAs" in a "VHFHSZ"
Any constructed building or structure that is intended or used for support, enclosure, shelter, or protection of persons, animals, or property, having a permanent roof that is supported by walls or posts that connect to or rest on the ground.
